Rockwood Terrace Expansion in Durham Reaches 50% Completion, County Says
Grey County says construction of the new 128-bed Rockwood Terrace long-term care home in Durham has passed the halfway mark and remains on schedule for spring 2027.
Grey County says construction of the new Rockwood Terrace long-term care home in Durham has passed the halfway mark.
The redevelopment project will replace the current 100-bed home with a new 128-bed facility being built beside the existing building. County staff say the project remains on budget and on schedule, with opening planned for spring 2027.
Construction began in summer 2024. In a recent project update, the County said work has continued through two winters with heavy snowfall.
Once complete, the new Rockwood Terrace will add 28 long-term care beds in southern Grey County.



Grey County says the home is being designed around long-term care requirements, including 24-hour nursing care, regular and on-call physician support, personal care assistance, meals, housekeeping, and recreation programming.
Project materials released by the County also describe design features intended to support infection prevention, privacy, dining, and resident movement through the building.
County Preparing for Move in 2027
Grey County says it is now developing an operational readiness plan for the move into the new home next spring. That work includes preparing for occupancy inspections, recruitment of additional staff, and the transition of current residents into the new building.
According to the County, the move will also involve welcoming 28 new residents once the expanded home opens.
In a video update published by Grey County, staff describe the redevelopment as a $96 million project.
The County has previously said the province will cover about 30% of the cost of constructing the 128 long-term care beds through annual transfers over 25 years, while Grey County is required to finance the full construction cost up front.
In a prepared statement released with the update, Grey County Warden Andrea Matrosovs said the milestone reflects the County’s long-term commitment to publicly run care in the region.
“This milestone is significant. Not just because of the scale of this project, but because of what it means for the future of publicly run long-term care in southern Grey County,” Matrosovs said.
Grey County says the home is being built by Melloul-Blamey Construction, with Kasian Architecture providing architectural services and Colliers Project Leaders supporting the project.
Grey County operates three long-term care homes: Lee Manor in Owen Sound, Grey Gables in Markdale, and the current Rockwood Terrace in Durham.
