New Supported Independent Living Build to Support Inclusive Housing in Owen Sound
Community Living Owen Sound and District recently celebrated the groundbreaking for its latest supported independent living building, made possible in large part by $4.4 million in federal funding.

Community Living Owen Sound and District (CLOSD) proudly celebrated the groundbreaking of its newest supported independent living building today — a 10-unit development that will offer inclusive, affordable housing for adults with developmental disabilities.
Located at 1170 3rd Avenue East, the new three-storey apartment building will provide secure, supported housing where individuals can live independently, while receiving personalized supports through CLOSD’s Supported Independent Living program.
This project is a major milestone for the organization and the people it supports — and was made possible by support from multiple partners, including over $4.4 million in federal funding from the Affordable Housing Fund, delivered by Canada Mortgage and Housing Corporation (CMHC). Additional seed funding and a contribution from CLOSD helped bring the project to life.
“This is more than a building — it’s a promise to the people we support that they can live with dignity, independence, and connection,” said Michele Bell, CEO of Community Living Owen Sound and District. “We’re incredibly proud to help shape a more inclusive future right here in our own community.”
The event brought together supporters and partners from across the region, including MPP Paul Vickers, Mayor Ian Boddy, Board Chair Paul Middlebrook, and representatives from Graham Construction, who will lead the build.
“It’s a privilege to be part of something our community truly needs,” said Paul Middlebrook, Board Chair. “This project represents hope, opportunity, and inclusion for the people we support.”
As housing needs grow across Ontario, CLOSD continues to advocate for inclusive housing solutions that reflect the vision of a truly accessible, person-directed community for all.

When I was working on election campaigns, I remember conversations with people trying to access this kind of housing and the discouraging length of the waiting lists. This is fantastic news.
