Grey County CAO Kim Wingrove to Depart in 2025, Randy Scherzer Named Successor
Grey County CAO Kim Wingrove will step down on May 2, 2025, after nearly a decade in the role. Deputy CAO Randy Scherzer has been appointed as her successor.

Grey County Chief Administrative Officer Kim Wingrove has announced she will be stepping down from her role on May 2, 2025, when her contract ends. The news was shared at the end of the March 13 Grey County Council and Committee of the Whole meeting.
"I want to express my deepest gratitude for the trust and support I have received from Council and the entire staff team over the past nine and a half years. My time at Grey County has been immensely rewarding, and I’m proud of all that we have accomplished together," said Wingrove.
Wingrove joined Grey County as CAO in September 2015. Over her tenure, she led staff in providing essential services to residents, businesses, and the broader community.
She played a key role in several major projects, including the renovation and expansion of the County Administration Building, the Rockwood Terrace redevelopment project, the development of Supportive Outreach Services and community paramedicine programs, and the expansion of emergency housing supports.
Her leadership extended through the COVID-19 pandemic, during which she guided county operations and response efforts. She was also instrumental in advancing economic development initiatives, working to bring regional partners together on projects that support Grey County’s growth.
"Kim Wingrove has been a tremendous asset to Grey County, and I’m deeply grateful for the knowledge, professionalism, and passion she brings to public service," said Grey County Warden Andrea Matrosovs. "Kim is a strategic thinker who leads by example to motivate her team to get the job done. She will be missed, and we wish her all the best in her next chapter."
Randy Scherzer Appointed as New CAO
Grey County Council has appointed current Deputy CAO Randy Scherzer to the role of CAO, effective May 2, 2025. Council has also directed staff to begin the process of recruiting a new Deputy CAO.
Scherzer has been with Grey County for over 22 years, beginning his career in 2002 with the planning department. His career progression at the county includes roles as Planner/GIS Specialist, Intermediate Planner/GIS Coordinator, Senior Planner/GIS Coordinator, Director of Planning, and most recently, Deputy CAO since August 2021.
He holds a Bachelor of Environmental Studies, Honours Urban and Regional Planning from the University of Waterloo and has extensive experience in community engagement, land use planning, redevelopment, economic development, and strategic planning.
A lifelong Grey County resident, Scherzer lives just outside Owen Sound with his wife, Lori, and their three children.
"Kim has been a wonderful leader and mentor. It’s been a privilege to work by her side and learn from her for the past few years as we worked together on several strategic projects," Scherzer said. "I look forward to continuing to move forward Council’s priorities with the support of Grey County staff and the senior management team."
